LasPay Electronic Money Institution (EMI) respects your right to request the deletion of your account and associated personal data. This page explains how to submit a deletion request, what information is required, how your request will be processed, and which data may be retained to satisfy our legal and regulatory obligations.

This page serves as the official Account Deletion URL for LasPay’s mobile application listings on the Google Play Store and Apple App Store, in compliance with their respective data safety and privacy requirements.

1. Who May Submit a Request

Any individual who holds or previously held a LasPay wallet account may submit a request to delete their account and associated personal data. Requests must be submitted by the account holder directly; requests from third parties will not be processed unless accompanied by a legally valid power of attorney or court order.

2. Before You Request Deletion

Please ensure the following before submitting your request:

  • Your wallet balance is zero (0 AFN). If you have a remaining balance, transfer or withdraw all funds before submitting your request.
  • You have no pending, in-progress, or disputed transactions.
  • You have saved or exported any transaction records you wish to retain for your personal records, as these will not be available to you after deletion.

Account deletion is permanent and cannot be reversed. Once your account is deleted, you will lose access to your wallet, transaction history, saved recipients, and all associated services.

3. How to Submit a Deletion Request

Account and data deletion requests are processed via email. To submit your request, send an email to support@laspay.com with the subject line “Account Deletion Request” and include all of the required information listed below.

Step-by-Step Process

  1. Submit your request. Send an email to support@laspay.com with the required information above. Ensure you send the email from your registered email address.
  2. Receive acknowledgement. You will receive an automated acknowledgement confirming receipt of your request within 2 business days.
  3. Identity verification. Our support team will verify your identity by matching the information you provided against your account records. You may be contacted via your registered mobile number or email for additional verification (such as an OTP or security question).
  4. Account review. LasPay will review your account for any outstanding balances, pending transactions, ongoing disputes, or regulatory holds that may delay or prevent immediate deletion.
  5. Processing. Upon successful verification and clearance, your account and eligible personal data will be permanently deleted from our active systems.
  6. Confirmation. You will receive a final email confirmation once your account deletion has been completed.

4. Processing Timeline

LasPay will process your deletion request within 30 business days from the date your identity is successfully verified. In certain cases, processing may take longer if:

  • Additional identity verification is required.
  • Your account is subject to an ongoing regulatory review, investigation, or legal hold.
  • There are pending transactions, disputes, or outstanding balances on your account.

You will be notified of any delays and the expected revised timeline via your registered email address.

5. Data Deletion & Retention

Upon completion of your deletion request, LasPay will delete or anonymize your personal data from our active systems. However, as a licensed Electronic Money Institution regulated by Da Afghanistan Bank (DAB), we are required by law to retain certain records. The tables below outline what will be deleted and what will be retained.

Retained data is stored securely, access-restricted, and used solely for the purposes of regulatory compliance, legal obligation, and dispute resolution. Retained records are not used for marketing or any other commercial purpose.

6. Effects of Account Deletion

Once your account has been deleted:

  • You will no longer be able to log in to the LasPay mobile application or access any LasPay services.
  • Any remaining wallet balance that was not withdrawn prior to deletion will be handled in accordance with applicable regulations and LasPay’s Terms and Conditions.
  • Your registered mobile number and email address may become eligible for re-registration after a cooling-off period, subject to LasPay’s policies.
  • You will not receive any further communications from LasPay, except as required for the delivery of retained-data disclosures or regulatory notifications.

7. Regulatory Compliance Statement

LasPay Electronic Money Institution is licensed and regulated by Da Afghanistan Bank (DAB). All account and data deletion requests are processed in compliance with:

  • Da Afghanistan Bank regulations and directives governing electronic money institutions
  • Afghanistan’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Law
  • Know Your Customer (KYC) and Customer Due Diligence (CDD) requirements
  • Afghanistan Financial Transactions and Reports Analysis Center (FinTRACA) reporting obligations
  • Applicable Afghan tax and financial record-keeping laws

LasPay reserves the right to delay or decline a deletion request where doing so is necessary to comply with the foregoing legal and regulatory requirements, or where a deletion would interfere with an ongoing investigation, audit, or legal proceeding.

8. App Store Data Safety Disclosure

In accordance with Google Play and Apple App Store data safety requirements, LasPay provides users with the ability to request deletion of their account and personal data as described on this page. This page constitutes the official account deletion mechanism referenced in our app store listings. The deletion process applies to all personal data collected through the LasPay mobile application, subject to the retention obligations described in Section 5 above.
